Rental Site on Kennedy South of Eglinton Proposed for Densification | UrbanToronto

Brosko Property Management has proposed 2 new purpose-built rental buildings to the City of Toronto, the site comprised of two properties addressed to 708 and 712 Kennedy Road in the Kennedy Park neighbourhood of Scarborough. Brosko has applied for a Zoning By-Law Amendment in order to proceed.

The site, located a few hundred metres south of Eglinton Avenue East, consists of two abutting lots acting and functioning as one. The assembled lot forms an irregular “J” shape with an overall site area of 11,254m² and has 54.6 metres of frontage along Kennedy Road. The site is currently occupied by two 4-storey rental apartment buildings which house 98 rental units. These buildings would be demolished in order to proceed with the redevelopment. 

The surrounding context of the site includes several different land uses. Immediately to the north of the site there is a 14-storey residential tower beyond which is a predominantly commercial area along Eglinton Avenue East. Northeast of the site is Kennedy Station which is currently served by TTC lines 2 and 3, several buses, and the Stouffville GO Train. South of the site are a variety of uses including low and medium-density residential, commercial, and mixed-use buildings. To the immediate west is an un-manicured public green space known the Farlinger Ravine through which flows Massey Creek. Further to the east and west are predominantly low-rise residential neighbourhoods.

The proposal consists of 2 purpose-built rental buildings, one of which is a 12-storey mid-rise building facing Kennedy Road, and the other a 29-storey tower at the west end of the site. Both are designed by Kirkor Architects. The two buildings would be connected by a two-storey podium and provide 509 rental units. 98 of these units of the same size and number of bedrooms would replace the units in the current buildings on site, and be tied to current rental rates plus inflation.

Amenity space is planned of 1,018m² indoors and 1,705m² outdoors. A 2-storey underground parking garage would provide 296 parkings spots. This proposal is also accompanied by some new infrastructure in order to support the development which includes a new public road, a new public park, and expansion of the walking trail though the ravine to the west.

With the Kennedy Station transit hub a short walk away, the planning rationale argues that the site is prime for a transit-oriented development such as proposed. Before a redevelopment here could be completed, Line 3 to Scarborough Town Centre will have been replaced by Bus Rapid Transit while the Line 2 extension to McCowan is under construction, and the Eglinton Line 5 will have opened.
